Home Energy Assistance

Bethel Development Corporation (BDC) is now accepting requests for emergency energy assistance. Included in this request are oil, wood, coal, propane, and kerosene. BDC is NOT accepting requests for emergency assistance for electricity and natural gas. To be eligible for emergency assistance, an applicant must be out of or nearly out of fuel.

The Low-Income Home Energy Assistance Program (LIHEAP) is designed to help low-income families and individuals meet home heating and medically necessary cooling costs.

To be eligible for LIHEAP benefits, the applicant household must be responsible for home heating or cooling costs, either directly or included in their rent and have a gross income at or below 225% of the federal poverty level. The chart gives specific monthly gross income maximums for FY 2010. Required documents are: proof of income for all in the household, social security cards for all in the household, a lease, and current utility bills.

Persons who live in public housing and/or receive rental assistance are not eligible for assistance unless they pay their own heating/cooling costs directly to the fuel supplier.

The amount of the LIHEAP heating benefit is determined by income, household size, fuel type, and heating region.

Bethel Development Corporation is happy to announce that we will be processing 2010 New Jersey Home Energy Assistance Program/ Universal Service Fund Applications. Applications and information can be obtained by calling: 856-327-9093 or stopping by our offices at 113 South 5th Street in Millville between the hours of 8:30AM – 4:30PM, Monday through Friday.

Needed documents


  1. SOCIAL SECURITY CARDS: for ALL household members (must submit a copy of the original cards)
  2. RESIDENCY VERIFICATION: Copy of Lease if you rent or Property Tax Bill – if you own.
  3. HEATING BILL: Submit copy of bill which includes your name, address, account # and balance. Oil Bill – if you heat by oil. Gas Bill is you heat by gas. Electric Bill if you heat by electric. Tenant Verification Form from Landlord if you pay a separate charge for you heat or if your heat is included in your rent.
  4. ELECTRIC BILL: Submit copy of bill which includes name, address, account # and balance.
  5. PROOF OF INCOME: (submit verification of all earned income for a ALL household members)
  • Earned income: 4 pay stubs (consecutive) if you are paid weekly
  • 2 pay stubs (consecutive) if you are paid bi-weekly
  • 1 pay stub – if you are paid monthly
    Self-Employment – copy of previous year Federal Income Tax return
  • Pension, Veteran, Disability, Social Security or SI Benefits – copy of check, award letter or bank statement showing direct deposit.
  • Unemployment Benefits – Claims award letter of 2 check stubs
  • Child Support/ Alimony – Copy of court order or print out from Child Support Unit
    Monthly Interest or Dividend Income – Copy of statement or 1099
  • Rental Income – Copy of rental lease or rent receipts
  • Other Income – provide statement or financial records
  • No Income – Household members 18 yrs or older must sign a statement of zero income.
